Effective October 13, 2006

The discipline guidelines for Reading have been amended to include: Computer courses, English, Liguistics, Research, Writing courses, Up to three full university courses from one area of study and/or one from three other areas, Master of Education in Curriculum Instruction or Literacy Education will fulfill all the discipline requirements of Reading.

CERTIFICATION REGULATION CHANGES AMPA 2006 - Effective September 1, 2006

The following motions were passed at the 2006 Annual Meeting of the Provincial Assembly:

CERT 201-06
BE IT RESOLVED THAT CERT Reg 1.1.2
be amended by substitution to read: Persons will not be evaluated if they are teaching under a Letter of Permission or under any other document which is less than a basic secondary school teaching certificate but which permits the individual to be engaged by a school board in Ontario.

CERT 202-06
BE IT RESOLVED THAT CERT Reg 1.1.2.1
and all of its subsections be deleted.

CERT 203-06
BE IT RESOLVED THAT the CERT Regulations
be amended by substitution of the words “a valid teaching certificate issued by the Ontario College of Teachers” for the words “Certificate of Qualification”, “Interim Certificate of Qualification”, or “Certificate of Qualification (limited) or (restricted)” wherever they appear.

and all of its subsections be deleted.

The changes made to the Certification Regulations at AMPA 2006 will allow all Members to obtain permanent Certification Rating Statements effective September 1, 2006 provided they hold a valid teaching certificate issued by the Ontario College of Teachers. Previously, permanent Certification Rating Statements were issued only to teachers who held permanent Certificates of Qualification from the Ontario College of Teachers.

All Members who have been issued a Letter of Evaluation with an expiry date must submit a completed Certification Application Form 1 (see Related Attachments) to the Certification Department and under “other requests” on page two, check “Letter of Evaluation changed to Permanent Certification Rating Statement”.

Certification requests are dealt with in chronological order according to the date received and will take eight to ten weeks to process.

Changes to Certification - In the Discipline Guidelines - Effective March 1, 2006

1. The discipline guidelines for Family Studies have been amended to exclude "other related courses" and "a maximum of three full courses (nine credits) may be used". This means that all Psychology, Sociology and Biochemistry courses may now be used.

2. Up to three full university courses from one area of study and/or one from three other areas may be used as "in the discipline" of Special Education, Guidance, and Co-operative Education. This means that if there were 3 courses in Engineering, 1 Mathematics, 1 History and 1 Architecture, there would be 6 discipline courses. Discipline courses in Special Education, Guidance and Co-operative Education
no longer have to be in a "specific subject area" as defined in CERT Reg.2.1.15.1.

3. All Mathematics courses may be used as courses "in the discipline" of Computers in the Classroom.

Upgrading and Newly Approved Providers - Effective March 1, 2006

Recently, the Ontario College of Teachers approved a large number of providers for Additional Qualifications and Additional Basic Qualification courses. Many Boards of Education and Federations have been approved to offer these courses such as ESL, Special Education and other Scheduled C and D courses as outlined in O.Reg.184/97. It should be noted that these providers will not be able to have these qualifications recorded on a university transcript and therefore they may not be accepted for upgrading purposes under the OSSTF Certification Regulations. You must receive prior written approval to ensure courses offered by these providers are acceptable.

Before you take a course for upgrading purposes you must fill out Certification Application Form 2 (see Related Attachments) and get prior written approval.

Effective March 1, 2006

If you hold a Bachelor of Engineering degree in Computer Engineering/Software Engineering or Chemical Engineering and are not in Group 3, submit the Certification Application Form 1 (see Related Attachments) and request a re-evaluation.
