Changes effective April 22, 2017


The Certification Council/Certification Appeal Board passed the following policy motion effective April 22, 2017:


BIRT an undergraduate degree in Naturopathy will be recognized as an “acceptable” alternate credential for placement in Group 4 under the Academic Chart effective April 22, 2017.

GROUP 4

Group 3 plus one of the following:

  • An acceptable undergraduate degree in Naturopathy* (Bachelor of Naturopathy or Doctor of Naturopathy)

*Provided no courses within the degree were used in establishing Group 3 placement.

On May 20, 2014 the Canadian College of Naturopathic Medicine (CCNM) was granted consent under the Post-secondary education Choice and Excellence Act, 2000, to offer a Bachelor of Naturopathy program and degree as an accredited academic institution. On July 1, 2015 the CCNM was granted consent to change the name of the undergraduate program to a Doctor of Naturopathy.

The CC/CAB policy provides the same recognition for this 4 year program as was granted in April 2016 for degrees in Chiropractic, Law, and Medicine.

Changes effective July 1, 2017

All Ontario Faculties of Education now have only 2-year programs that lead to the Bachelor of Education or Diploma in Education. Teacher-Candidates in the former 1-year program all graduate as of 2017. This change in the length of the initial teacher training program has led to needed changes in the Certification Regulations.

The Certification Department has a longstanding practice of assessing credentials earned outside of Ontario with a lens that recognizes the requirements for Ontario-trained members. As Ontario has moved to a 2-year initial teacher training program it is important to ensure that Ontario-educated teachers and those educated outside of Ontario are treated equitably. A number of amendments to the existing Certification Regulations are necessary to create that equivalent treatment.

The following amendments will simplify the Technological Chart and enhance clarity for ease of use by members. A Master’s or PhD obtained by a Technological education teacher will function in all circumstances for advancement to Group 4 if the teacher has an existing Group 3 Rating.

9.6.x “Teacher Training” means the completed basic teacher education program of study that leads to a Certificate of Qualification and Registration from the Ontario College of Teachers.

9.10.1. Where there has not been an acceptable number of courses within a degree required for the Certificate of Qualification issued by the Ontario College of Teachers, a Member may not proceed to Group 2 or beyond until the deficiency has been removed by acceptable university courses. (A.15)

Policy amendments effective July 1, 2017


BE IT RESOLVED THAT the following Policy motion of January 14, 2011 be rescinded:
A two year Master of Teaching degree is considered equivalent to 10 full courses to represent 2 full years of study. After deducting the appropriate curriculum , foundation and general teaching methods courses to a total of 5 full courses (one year of study) 5 full post-graduate courses will be deemed as extra to the requirements of teacher qualification certification and allow for Group 4 placement as per any of CERT Regs. 16.4.6, 16.4.7, 16.4.8.

BE IT RESOLVED THAT the following Policy motion of October 3, 2008 be rescinded:
A three year Teaching Diploma (II class average) from Church Teachers’ College and a two year B.Ed degree (ii class average) from the University of the West Indies to be considered equivalent under CERT Reg. 2.1.3.1 to the requirements for placement in Group 3, CERT Reg. 16.3.1.
